NOTICE TO FOREIGNERS TO STUDY IN CHINA

FOR THE ACADEMIC YEAR OF 2001/2002

The China Scholarship Council (hereinafter referred to as the CSC) takes charge of the applications for and management of the Chinese government scholarships for foreigners' study in China, takes charge of the application and enrollment of candidates recommended by overseas academic institutions, educational organizations or nongovernmental friendly associations, and takes charge of individual's application to study in China as self-supporting student. The CSC has established wide contact with over 400 Chinese institutions of higher learning  and thus is able to provide first rate consulting and other services. The CSC welcomes outstanding young students, scholars and teachers selected by all other countries coming to study or do research at institutions of higher learning in China.

  

Chinese government scholarship programs and Application

1. Chinese government scholarship programs and application procedures

1). Foreign student scholarship

It is set by the educational exchange program signed or the understanding reached by China and other countries, organizations or institutions. It is divided into full scholarship and partial scholarship. Applicants can apply to the competent or relevant authority of the dispatching country or the Chinese embassy (consulate)

2). The Great Wall Scholarship

It is set for the candidates recommended by the United Nations Educational, Scientific and Cultural Organization (UNESCO). It is full scholarship. Applicants can apply to the UNESCO or its branches.

3). Distinguished Foreign Students Scholarship.

It is established for students with excellent performance both in conduct and study who have finished one level of study in China and continue to pursue a higher level degree study in China. It is full scholarship. Applicants can apply to the CSC through the recommendation of their institution.

4). HSK Winner Scholarship Program

It is established for non-native Chinese language candidates with excellent performance in HSK test (Chinese Proficiency Test). It is full scholarship. Applicants can apply to the CSC through the test holding unit or the Chinese embassy (consulate).

5). Chinese Culture Research Fellowship

It is established for overseas scholars who are engaged in the study of Chinese culture. It is full scholarship. Applicants can apply to the CSC through the recommendation of relevant Chinese institutions, professors or the Chinese embassy (consulate) or directly to the CSC.

6). Short-term Studies Scholarship Program for Foreign Teachers Teaching Chinese

It is established for foreign Chinese language teachers. It is full scholarship. Applicants can apply to the CSC through relevant Chinese institutions or the Chinese embassy (consulate) or directly to the CSC.

  

2. Chinese Scholarship

The Chinese scholarship is divided into two types: full scholarship and partial scholarship:

1). Full scholarship:  

tuition Those four are appropriated to the institution.
medical care
learning material
lodging
living allowance Given to the students per month by the institution.
Please check each scholarship for the standard.

2). Partial scholarship: One or several of the first four items of full scholarship.

3). International air ticket

According to the agreement signed or the understanding reached, the CSC will provide international air ticket to China, return ticket or round-trip ticket. Other students shall bear their own expenses.

  

Annual Review of Foreign Students' Scholarship Status of Chinese Government Scholarship

According to the system of Annual Review of Scholarship Status of Chinese government scholarship, foreign students who have been approved to study in China for more than one year shall go through the procedures of review of their qualifications needed to continue to receive the scholarship in the following academic year.

  

The content of review

Attitude towards study, examination results, attendance, conduct, rewards and punishments received (different institutions set different standards of review).

  

Procedures of review

1)

Scholarship students should apply for and fill out the Form for Annual Review of the Scholarship Status and turn the completed Form to the institution. The institution will submit the form after offering their comments to the CSC for examination and approval.

2)

Those who pass the review of the CSC will have the qualifications to receive the scholarship for the next academic year.

3) Those who fail will have their qualifications suspended. The duration lasts for one year.

4)

Those who have their qualifications suspended can apply to continue their study as self-supporting students and ask for exemption of certain fees. After one year of suspension and

continuation of study in China, those involved may apply to resume their scholarships. The institution, after commenting, will submit the application to the CSC for approving. Those who stop their study after suspension of their scholarship ,and the those who have their scholarship cancelled cannot resume their scholarships.

  

Application to study in China as self-supporting students

The CSC takes charge of the application of candidates recommended by overseas academic institutions, educational organizations or nongovernmental friendly associations, and takes charge of individual's application to study in China as self-supporting students. Applicants can apply to the CSC through relevant academic institutions, educational organizations or nongovernmental friendly associations or directly to the CSC. Applicants can also apply to the Chinese institutions of higher learning directly.

Test of Mathematics, Physics and Chemistry and Chinese Proficiency Test (HSK)

1. Test of Mathematics, Physics and Chemistry

Applicants for undergraduates in science, engineering, agriculture or medicine shall take the tests

of mathematics, physics and chemistry. The minimum score for admission is 180. Undergraduates in economics, trade or management shall take part in the test of mathematics. The minimum score for admission is 60.

The CSC will entrust the Chinese Embassy or Chinese institutions of higher learning to hold the Test of Mathematics, Physics and Chemistry. The examination will be held on March 24, 25th 2001. After the examination, the holding unit will provide the testee the Certificate of Mathematics, Physics and Chemistry Tests.

  

  

2. Chinese Proficiency Test (HSK)

HSK (Chinese Proficiency Test) is a standardized test to measure the Chinese proficiency non-native speakers. It is held in some Chinese embassies or Chinese institutions of higher learning by the State HSK Committee. Applicants for undergraduates of Chinese literature, history, philosophy, traditional Chinese medicine and traditional Chinese pharmacy shall reach Medium C level (level 6). Applicants for undergraduates of other majors shall reach Primary C level (level 3).

Applicants are required to submit the following application form and relevant materials.

1. There are two types of application forms: application form for scholarship and application form for self-supported study.

1) Application for Chinese government scholarship to study in China.

c. Application Form for Chinese Culture Research Fellowship

d. Application Form for HSK Winner Program

e. Application Form for Short-term Studies Scholarship Program for Foreign Teachers

Teaching Chinese

  

The applicants should submit the application form on the basis of the scholarship they

apply.

2) Application to study in China as self-supporting students

  

Application Form for Self-Supported Study in China

Applicants recommended by the overseas academic institutions, educational organizations, or nongovernmental friendly associations or individual applicants who apply to study in China as self-supporting students shall fill out and submit this form. The application forms are available at the local Chinese Embassy(consulate) or can be downloaded from the website of the CSC.

Applicants must use the forms printed by the CSC and fill out the forms with the required language. Incomplete forms, or the forms filled out in languages other than the required ones or without the applicants' signature are invalid. Each applicant must submit one original form and one photocopy. Please contact the local Chinese embassy or consulate for the Application Forms.

  

2. Relevant application materials

1) Physical Examination Record for Foreigner and Blood Test Report

  

According to China's quarantine regulations, foreign students whose study in China exceeds 6 months must submit the photocopies of Physical Examination Record for Foreigner and Blood Test Report in duplicates. Applicants' medical examinations must cover all the items in the Physical Examination Record for Foreigner taken by a public hospital with qualified test facilities. Incomplete records or those without a sealed photograph of the applicant are invalid. Since a completed physical examination record is effective only for six months from the date of examination, the applicants shall decide the date of taking the physical examination accordingly. If enrolled, the applicants shall bring the original copies of the records and the blood test reports when they come to China. Applicants shall be

responsible for all the consequences caused by any false results of their medical examinations. Those without the original copy or with incomplete forms shall take the medical examination again at their own expenses.

Foreigners already in China who want to apply to study can contact the local quarantine office and take medical checkup at designated hospital. for details, please check the website of http://www.ciq.gov.cn.

  

2) Highest diploma obtained, transcripts and document of being university students

  

Applicants shall submit two notarized photocopies of highest diploma obtained and transcripts in Chinese or in English. If they are university students, applicants shall also submit documents of being university students.

  

3) Recommendation letters

  

Applicants who apply for master's degree, doctoral degree and those who apply to be research scholar or senior scholar shall submit recommendation letters from two professors or associate professors (or people holding equivalent academic titles).

Applicants who apply for Chinese Culture Research Fellowship or Short-term Studies Scholarship Program for Foreign Teachers Teaching Chinese shall submit one or two recommendation letters or in-service documents of their institution.

  

4) Art work

  

Applicants for music shall submit one cassette of recorded audio materials of art work.

Applicants of fine art shall submit 6 photographs of work (including two sketches and two colour paintings).

  

5) Certificate of Mathematics, Physics and Chemistry Tests

  

Applicants for undergraduate studies of science, engineering, agriculture or medicine shall submit the Certificate of Mathematics, Physics and Chemistry Tests(Except those who are permitted to be exempted from tests).

Applicants for undergraduate studies of economics, trade and management shall submit the Certificate of Mathematics Test (Except those who are permitted to be exempted from tests).

Application materials for scholarships shall reach the CSC within the set time via the embassy in China or the Chinese embassy (consulate) in the dispatching country which takes charge of selecting candidates.

Application materials for self-supported study must reach the CSC by May 31st, 2001. Dossiers that fail to reach the CSC within the set time will not be processed. The application materials will not be returned.

  

  

Selection of institution and specialty, enrollment procedures, enrollment requirements, elementary Chinese language study and courses taught in English

1 Selection of institutions of higher learning and specialty

1).

There are 82 institutions of higher learning open to foreign students who enjoy Chinese government scholarships. Those who apply to study in China on scholarships shall choose institutions and specialties from these 82 institutions. Preferences other than the 82 institutions are invalid. Please check Directory of the Chinese Institutions of Higher Learning Admitting Students on Scholarship and Their Specialties and Address of Chinese Institutions Admitting Foreign Students.

2).

There are over 400 institutions or so open to foreign students (including the 82 institutions which are open to scholarship students). Self-supporting students shall choose their preferences and specialties from these 400 institutions. Please check Chinese Institutions Admitting Foreign Students inside this book or refer to Address of the Chinese Institutions Admitting Foreign Students on the website of the CSC.

Enrollment Prsocedure

The CSC, after processing the application materials, shall send the materials to relevant institutions on the basis of the applicants' qualifications and their preference. The institutions shall make the decision of enrollment on the merit basis. If already been admitted by a Chinese institution listed in the Directory, the applicants are kindly requested to attach the institution's invitation letter along with their application materials so as to speed up the enrollment.

Category of the Applicants and Enrollment Requirements

1). Undergraduates

Applicants for undergraduates shall have finished senior high school and be under the age of 25. Their Chinese Proficiency Test (HSK), Tests of Mathematics, Physics and Chemistry for undergraduates of science, engineering, agriculture or medicine and Test of Mathematics for undergraduates of economics, trade or management, shall reach the required standard.

2). Master's degree candidates

Applicants for master's degrees shall submit certificate higher than a bachelor's degree and be generally under the age of 35. The Chinese institutions will decide the enrollment through evaluation. If they pass all the graduate courses for the first year of major study (not including the time spent on Chinese language training), they can continue their study, and with a successful defense of their theses, will be granted a Master's degree. Those who fail to pass the examination shall immediately leave their institution and will only receive a certificate of advanced studies instead of a diploma.

3). Doctoral degree candidates

Applicants for doctoral degrees shall submit certificate higher than a master's degree and be generally under the age of 40. They will be enrolled in accordance with the requirements set by the Chinese institutions. Generally, they will be enrolled as senior scholars for one year, and the institution will decide whether they can be transferred as a regular doctoral degree candidate on the basis of the examination performance during the candidate's study in the institution.

4). General scholars

Applicants for general advanced scholars must have finished two years of undergraduate study and be under the age of 45. The duration of study shall not exceed two years. General scholars will receive a certificate for their study upon completion of the program. No academic degrees will be granted.

5). Senior scholar

Applicants for senior advanced scholars must hold master's degree or higher, or they shall obtain the academic title of vice professor or higher and be under the age of 50. The duration of study usually shall not exceed one year. Senior scholars will receive a certificate for their study upon completion of the program. No academic degrees will be granted.

Elementary Chinese Study

Applicants without certain mastery of Chinese shall study Chinese before pursuing their major study. Undergraduates in literature, history, philosophy, traditional Chinese medicine and traditional Chinese pharmacy shall study two years of Chinese before they pursue major study, and undergraduates of other specialties shall spend one year on Chinese before their major study.

Courses Taught in English

Applicants whose native language or official language is English can apply to pursue doctoral degree, master's degree or advanced studies taught in English. Please refer to Directory of the Chinese Institutions of Higher Learning Admitting Students on Scholarships and Their Specialties for the courses that can be taught in English.Undergraduates of all majors shall be taught in Chinese.

  

  

The issuance of Admission Notice, Visa Application and Registration in China

1)

Admission Notice

The Chinese government scholarship students

The institutions will send the Admission Notice to the CSC after enrolling the candidates. The CSC will send the Admission Notice and Visa Application for Foreigners Wishing to Study in China (JW201) by July 31st 2001 to the embassy in China or the Chinese embassy in the dispatching country, relevant dispatching organization or the applicants. It is kindly requested that authority concerned sent these two documents to the candidates in time.

2)

Self-supporting Students

a. The self-supporting students who are included in the bilateral exchange program or recommended by overseas academic institutions, educational organizations or nongovernment friendly associations will be arranged among the 82 institutions which are open to Chinese government scholarship students. The issuance of the Admission Notice and the Visa Application are the same as the scholarship students.

b. Individual Application for self-supported study will be processed by the 400 institutions which are open to foreign students. They take charge of the enrollment and are responsible of direct sending the Admission Notice and Visa Application for Foreigners Wishing to Study in China (JW202) by July 31st, 2001.

Visa Application

According to the regulations of the Ministry of Public Security, foreign students whose stay in China exceeds 6 months shall bear general passport and X visa, and those whose stay in China within 6 months (including 6 months) shall bear general passport and F visa. All foreign students shall bring the original copies of Admission Notice, Visa Application for Foreigners Wishing to Study in China (JW201) and Physical Examination Record for Foreigner to apply for the Visa to China and enter China with the above original documents. Those with other passports, visas or without the original forms of above mentioned documents cannot register at the institution, and they cannot apply for residence permit in China.

Registration

Students shall register at the time set on the Admission Notice. Those who cannot register at the set time shall direct ask for leave from the institution and must get approved. Those who fail to register at the set time without valid reasons are regarded as giving up the admission. The scholarship will not be retained for the candidates as well.

  

International air ticket and transfer

1)

Those who are entitled to the Chinese government air ticket can apply to the Chinese embassy for the air ticket purchased by the CSC. They shall bear other expenses.

2)

In-service university and college teachers who are nominated by the developing countries to study in China on the government exchange programs are entitled to the round-trip international air ticket purchased by the CSC, provided that they submit, together with their application materials, the documents about their in-service teachers' status which is signed by the university president and are attested by the Chinese embassy together, otherwise they will be regarded as giving up the right for the air ticket.

Students should try to book train or air tickets that can direct get them to the cities where their

institutions are located and register on their own. Those who have to make a stopover in cities other than Beijing shall take care of their themselves on their own expenses.

For those who have to make a stopover in Beijing, the CSC entrusts Beijing Language and Culture University to take charge of the transfer during August 28th to September 15th, 2001. Those who arrive in Beijing before or after the above-mentioned period of time will have to take care of themselves. Foreign embassies in China, Chinese embassies in the dispatching country or applicants are kindly asked to inform Beijing Language and Culture University of the date of arrival as well as the number of the flight or train in advance (The address is: No. 15 Xueyuan Lu, Haidian District Beijing, The Department of International students of BLCU. The expenses of scholarship students occurred during the stopover will be settled by Beijing Language and Cultural University according to relevant regulations. Self-supporting students shall bear relevant fees charged by the University.

  

The application for change of institution or major and the extension of study of scholarship students

1)

The institution, major, research topic and duration of each scholarship student having been set when enrolled, in principle, cannot be changed. 

2)

Scholarship students who finish the planned study and want to extend their study in China shall apply to the institution. If agreed, the institution will give the students approval letters. If they want to change to other institutions, they shall submit the approval letter from the target institution. The foreign embassy in China or the competent authority in charge of overseas students in the dispatching country shall note in writing the CSC together with the approval letter, and be sure to include the students in the quota of the exchange program before April 30th 2001.
