According to "Notice on Airline Boarding Requirements for Certificates of Negative Nucleic Acid and Anti-Body Blood Tests(IgM) Results" by the Embassy of China in Poland on 29 Oct. 2020, starting from midnight of 6 November 2020, all Chinese and foreign passengers who are to take connecting flight in Warsaw Airports to China will be required to take another nucleic acid and IgM anti-body tests in Poland(besides their frist tests in the starting country) and apply for a green health code with the "HS" mark (Chinese citizens) or a certified health declaration form (non Chinese citizens) within 48 hours before boarding. Passengers will be checked by the airline company for the required "HS"mark or certified health declaration. Those who are not qualified will be rejected for boarding.
To avoid heightened infection risk or being stranded in the airport, passengers are advised not to take a connecting flight via Warsaw Airports and the Embassy of China in Poland reminds all the passengers to note the following :
I. Warsaw Airports are not able to take the nucleic acid and IgM anti-body tests(hereinafter referred to as "Tests").
1. Passengers can not take the Tests at Warsaw airports, therefore must enter Poland to take the Tests at the laboratories designated by Embassy of China in Poland.
2. Currently, passengers without EU residence or long-term visa are prohibited from entering Poland.
3. The designated laboratories in Poland are overwhelmed due to the pandemic and there is no guarantee for issuing the test reports on time.
4. There is no accommodation in the international transit zone of Warsaw airports, and service facilities such as restaurants and supermarkets are unable to operate normally due to the pandemic.
Therefore, passengers who do not meet the entry requirements of Poland are advised to avoid transiting in Poland. Consequences such as detention and repatriation arising from the transfer shall be borne by the passengers themselves.
II. Passengers flying to China via connecting flights in Warsaw should take the following precautions:
1. Passengers must take the Tests in the departing country and take the Tests again in Poland, then apply at the Chinese embassy/consulates at both countries respectively for "HS"Health Code(Chinese citizen) or a certified health declaration form(non Chinese citizen).
The first Tests shall be taken in the origin country within 48 hours before boarding.
The second Tests shall be taken in Poland within 48 hours before boarding.
2. Passengers shall ensure that they meet the entry regulations before arriving in Poland. Please apply for valid visa if necessary and follow the requirements of self-quarantine by the Ministry of Health in Poland. Afterwards please take the Tests as required and submit negative test results to the Embassy of China in Poland for "HS" Health Code(Chinese citizens) or a certified health declaration form(non Chinese citizens).
3. Passengers should allow sufficient time to stay in Poland and should make reservation to take the Tests in Poland beforehand. The time of issuing test results cannot be guaranteed due to the rising infection in Poland. It is highly recommended to confirm with relevant laboratories as early as possible.
4. Passengers are advised to wear protective facial masks, wash hands, and keep social distance to reduce infection risk.
III. Passengers in Poland are advised to be cautious about transiting in other countries.
1. Airports in many transiting countries do not have the facility of taking the Tests. Passengers in Poland traveling to China are advised to take direct flights and avoid transiting in other countries.
2. Passengers flying to China via connecting flights must:
A) Take the Tests in Poland for the first time within 48 hours before boarding, and apply at the Chinese Embassy in Poland for "HS" Health Code(Chinese citizen) or a certified health declaration form (non Chinese citizen), then take the Tests again in the transit country within 48 hours before boarding, and apply at the Chinese Embassy in the transit country for "HS" Health Code(Chinese citizen) or a certified health declaration form (non Chinese citizen).
B) Learn about whether the transit airport offers the service of taking the Tests.
C) Learn about the entry regulation of the transit airport and the quarantine policy of the transit country.
3. Passengers are advised to wear facial masks, clean hands, and keep social distance to reduce infection risk.
Consequences such as detention and repatriation arising from the transfer shall be borne by the passengers themselves.
